I. Profile of Research Base

Soft Science Research Base of Water Security and Sustainable Development in Jiangxi Province (hereinafter referred to as “the Base”) was established in August 2014 upon the approval by Jiangxi Provincial Department of Science and Technology (provincial-level scientific research platform).

Person in charge of the Base is Professor Wu Zejun, master supervisor, and chief experts are researcher Jin Zhinong (second level) and professor Deng Liming (second level). There are 36 research fellows in the Base, including 11 professors, 16 associate professors, 25 PhDs, 3 persons selected to provincial millions of talents project, 3 provincial academic leaders and 1 candidate for Ganpo elite 555 project. The Base has formed three research orientations: water ecological security and regional sustainable development, water environment security and sustainable development of water-related enterprises, water resources security and sustainable development of water conservancy projects. 10 PI teams established for the research orientations carry out relevant science research work. In recent years, backbone members of the Base have presided over more than 60 state and provincial level projects, achieving scientific research funds of over 18.3 million yuan, obtaining 11 science and technology awards above provincial level; meanwhile, the research team of the Base have published 5 treatises and published 258 papers in academic journals at home and abroad, including 135 ones in core journals, 12 SCI retrieval ones and 21 EI retrieval ones.

Since the establishment, the Base has been dedicating in serving local economic construction, conducting coordinated innovation research cooperatively with relevant higher institutions, enterprises, scientific research institutes and relevant government sectors, focusing on solving practical problems and striving for building the Base into government think tank for regional water security leading in the province. Members of the Base mainly focus on forward-looking and strategic major problems in the field of water security and sustainable development in Jiangxi for research, having obtained certain achievements. Since the establishment in 2014 till now, there are 10 research achievements obtaining instructions from provincial and ministerial level leaders, 6 ones adopted by departments directly under the administration by the province or municipal government, and over 20 ones adopted by enterprises and public institution units. In which, Doctor Ji Yong’s research achievement on the project of “Study on Hydropower Resources Development and Utilization Countermeasures in Poyang Lake Ecological Economic Zone” obtained the personally instruction from Vice Secretary of Provincial Party Committee and Governor Lu Xinshe. Such 8 research reports submitted by Professor Deng Liming (second level) and other Base members obtained personal instructions from Vice Chairman of Provincial CPPCC Liu Xiaozhuang as “Several Suggestions on Water Environment Pollution and Water Resources Management Problems of Pools in Rural Area of Our Province”, “Suggestions on Strengthening the Governance and Protection of the Source of Drinking Water in Poyang Lake Ecological Economic Zone and Guaranteeing Drinking Water Security in Rural Area of the Lake Area”, and etc.; “Strengthening Agricultural Non-point Source Pollution Prevention and Protecting Rural Water Environment” obtained the instructions from Vice Chairman of Provincial CPPCC Sun Jusheng. The research report of “Overall Management, Comprehensive Treatment, Solving the Dilemma in Water Pollution Regulation in Rural Area of Jiangxi” obtained instructions from Head of Environmental Protection Department of Jiangxi Province Deng Xingming and the implementation of Chief Engineer of Environmental Protection Department Cao Yonglin and the adoption of Pollution Prevention Division of Environmental Protection Department. Three proposals submitted by Professor Deng Liming are used as the material for the speech on provincial CPPCC conference and obtained 1 excellent proposal, and they are “Suggestion on Tourism in Around-Poyang Lake Reservoir under the perspective of Water Culture”, “Study on Countermeasures for Improving Enterprise Environment Responsibility Construction in Jiangxi” and “Thinking and Suggestion on Developing Water Culture Industry”. Professor Deng Liming made a speech on “Strengthening Agricultural Non-point Source Pollution Prevention and Protecting Rural Water Environment” on the 11^thProvincial CPPCC 14^th Standing Committee Meeting and was affirmed and highly spoken of by Vice Governor Zheng Weiwen. Meanwhile, Professor Deng Liming has participated in over 10 special research in pollution prevention of the source of “five rivers and one lake” of provincial CPPCC, source compensation mechanism, comprehensive renovation of rural environment, earthquake prevention and disaster reduction, construction and operation of sewage treatment plant, democratic supervision for the implementation of family planning policy in the province, construction and operation of provincial-wide sewage treatment pipeline, and etc., and the proposals obtained the reply and adoption by Jiangxi Development and Reform Commission, Jiangxi Department of Communications, Jiangxi Provincial Education Department and Jiangxi Provincial Department of Water Conservancy. Moreover, most of the members of the Base have cooperated with enterprises for research, and the research achievements have been adopted by enterprises and public institution units, obtaining good social influence and reputation. At the invitation of Jiangxi Association for Science and Technology in August 2015, the Base established research cooperation relationship with the Association for decision consultation projects, jointly building the Base into a state-level research base for science and technology thinking tank in Jiangxi.

II. Talent Team

Person in charge of the Base is Professor Wu Zejun, master supervisor, and chief experts are researcher Jin Zhinong (second level) and professor Deng Liming (second level). Person in charge: Wu Junze, male (1965.11-), professor, master supervisor, currently takes the position of Member of Party Committee and Vice President of Nanchang Institute of Technology, young and middle aged backbone teacher of Jiangxi Province, candidate for Jiangxi millions of talents project, mainly engaged in the studies of higher education management, education economics and management discipline. In recent 5 years, he has published over 20 papers in journals like Education Research Monthly, presided over 1 state-level project and 4 provincial and ministerial level projects, and participated in and completed 7 state, provincial and ministerial level projects as backbone; currently, he is presiding over 1 ongoing state-level project and 4 provincial and ministerial level projects; he has obtained 1 second prize for science and technology progress in Jiangxi in 2009, 1 third prize for educational science excellent achievement in Jiangxi in 2010 and 1 third prize for the 14^th social science excellent achievement in Jiangxi in 2011.

Chief Expert: Jin Zhinong, male, (1963.2-), research (second level), master of agriculture (orientation of plantation ecology) and master of public policy, currently takes the position of President of Nanchang Institute of Technology, member of Ecological Society of China, President of Jiangxi Ecological Society, Vice President of Jiangxi Institute of Studies in Science of Science, Vice President of Jiangxi Society of Biological Engineering, Deputy Director of Jiangxi Natural Science Foundation Committee, deputy director of evaluation committee of scientific and technological progress award and invention award of Jiangxi, deputy director of evaluation committee of Jiangxi natural reserves and senior consultant of forestry economy of Jiangxi Provincial Department of Forestry, the first batch of candidates for Jiangxi cross-century millions of talents project; he has completed 9 major scientific research projects of state, provincial and ministerial level, he is currently presiding over 4 national science and technology support plan projects and provincial major science and technology special projects (subjects); he has published over 20 academic papers, 5 economics translation works, 3 ecology treatises and over 10 computer application textbooks; and he has obtained 1 second prize and 1 third prize for science and technology progress of ministerial (provincial) level.

         Chief Expert: Deng Liming, female, (1959.09-), professor (second level), master supervisor, a Standing Committee member of Jiangxi Provincial CPPCC, a Standing Committee member of Jiangxi Provincial Party Committee of China Democratic League, young and middle aged academic leader of higher institutions in Jiangxi, and a candidate for the first millions of talents project of Jiangxi. She is now Dean of School of Business Administration of Nanchang Institute of Technology, chief expert of Soft Science Research Base of Jiangxi Province, person in charge of  provincial-level teaching team of “marketing”, person in charge of characteristic major of “marketing” and person in charge of scientific research team of school “enterprise social responsibility”. She has presided over and completed 1 national natural sciences foundation project, secondarily presided over 2 national natural sciences foundation projects, presided over and completed 15 provincial and ministerial level projects, published 28 papers in core journals, 9 of which are included by EI; she is in charge of 2 provincial-level high-quality courses and 1 first bilingual model course in the province; she has won 1 second prize for provincial teaching achievement, 3 second prizes for provincial education science achievement, 1 first prize and 2 second prizes for provincial excellent textbooks.

           Academic Backbone: Hu Yangcheng, male (1976.06- ), professor, PhD in Business Management of Zhejiang University, Post-doctorate of Public Administration, a candidate for the first batch of young top-notch talents of Ganpo elite 555 project, and a candidate for Jiangxi millions of talents project. He has presided over 3 national natural sciences foundation projects, 1 first-class subsidy of China post-doctorate science foundation, 1 humanities and social science project of Ministry of Education and 6 various kinds of provincial-level projects. He has published over 40 CSSCI, EI/ISTP papers, including 8 ones in EI journals and A-category journals. He has won 1 second prize for social sciences excellent achievement of Jiangxi Province (ranking in the 1^st place, 2009), 2 third prizes of social sciences excellent achievement of Jiangxi Province (ranking in the 1^st place, 2013, 2015), and 1 third prize for humanities and social sciences excellent achievement of higher institutions in Jiangxi (ranking in the 1^stplace, 2011).
